No Vikas.. It refers to the near trillion dollar spending package that COULD BE WRITTEN BY A CHIMP.
Meaning that since no one with a functioning sense of restraint wrote the bill (Pelosi, Reed and the other democrats in the Senate and Congress).

This has nothing to do with anything racist... Are you even in the USA?
